Past Surrey Improvement Partnership Projects (Round 1)

Project 1: Enhanced Neighbourhood Engagement

This project developed a pilot scheme based around mechanisms for community engagement at a neighbourhood level. County and Borough councils worked closely with Surrey Police to achieve agreement on engagement methods, and the progress made was further developed in the latest Surrey Improvement Partnership round.

Project 2: Planning Collaboration Project

This project was an extension and development of the National Planning Collaboration pilot, now running in Surrey. Local authorities worked in partnership with the Surrey Planning Officers Association and IDeA to achieve an integrated approach to planning.

Project 3: Waste Project

This project researched and developed the capacity of Surrey waste authorities and other key stakeholders to form a closer, more efficient working waste partnership. All local authorities contributed via the Surrey Local Government Association (SLGA) Member and Officer Advisory Boards on the Joint Municipal Waste Management Strategy. There is now a Surrey Waste Management Partnership that is continuing to review and address waste issues facing local authorties.

Project 4: Collaboration Model

This project finalised the structure and framework of a collaboration model and then organised trial implementations of the model across a range of services within partnerships. Local authorities worked closely with the South East Centre of Excellence (SECE) to achieve this innovative new approach to joint working.

Project 5: Councillor Development

This project developed the skills of front line Surrey Councillors in their changing roles, with a particular emphasis on neighbourhood engagement and the South East Charter. All local authorities participated and benefitted from the training programme, and the results of the project were further developed in the latest Surrey Improvement Partnership round.

Project 6: Management Learning and Development

This project improved the confidence, skills and performance of managers in Surrey authorities, whilst enhancing networks and partnerships across the County. Council officers participated at a County and District level, working with the Surrey Training Officers' Group (STOG) to increase their skills, knowledge and capacity to tackle the problems facing local authorities. The results of the project were further developed in the latest Surrey Improvement Partnership round.

Project 7: Procurement Capacity

This project organised a strategic review of procurement related resources within Surrey authorities, to recommend a way of increasing capacity or making more effective use of the existing capacity. Local authorities worked closely together and there is now a permanent Surrey Procurement Network offering advice and tools to obtain best value procurement decisions.

Project 8: Surrey Together (Peer Support Project)

This project established a series of facilitated events for leaders and senior members across Surrey to develop leadership skills and foster close personal working relationships across authority boundaries. All authorities participated and benefitted from the connections made.

Officer Learning and Developent

This project worked with all the local authorities in Surrey to build the capacity of employees through developing skills and knowledge in a partnership context, ultimately rationalising and improving the delivery of learning and development in Surrey.

Enhanced Neighbourhood Engagement

This project developed an integrated model across Surrey for neighbourhood engagement and consultation. The project team worked with key Local Strategic Partnership representatives such as Surrey Police and the Primary Care Trust, to build capacity to engage with communities and to deliver services responsive to local needs, in addition to improving data sharing across partners.

Surreytogether2

This project was delivered to ensure that leaders, Chief Executives and strategic partners come together in the spirit of collaboration and joint working to support the delivery of the Surrey Local Area Agreement and other key priorities.

Member Development

This project developed a network, supplemented by a training programme, to organise joint working in the County on member training, with a view to achieving efficiencies and service enhancements.

Green Garden Waste

This project reviewed back office garden waste processing across Surrey and produced a report of recommendations for efficiencies and savings. Other work, resulting from the garden waste review, has seen significant development in joint working on the reprocessing of garden waste. There has been an immediate change in suppliers, generating substantial savings, as well as the development of a joint contract for reprocessing across Surrey.
